Much more than a height limit for an amusement ride, the laws surrounding the privilege of driving a car remain strict, and for good reason. Drivers assume an enormous amount of liability when they get behind the wheel, and those deemed unfit for this responsibility shouldn’t be allowed to endanger other drivers legally abiding by these laws. A license to drive remains a privilege that must be earned and respected to maintain its integrity.

FINN requires subscribers to maintain a valid driver’s license to access a fleet of premium sedans, trucks, SUVs, and electric vehicles. With a FINN car subscription, you can experience a variety of vehicles without having to put anything down, sign away years of your life, or otherwise compromise your driving freedom. Check out FINN car subscriptions to see how you can stay flexible while driving cars you’ve always dreamed about.

Is it possible to rent a car without a license?

You can rent a car without a license if you have a temporary driver’s license. Note that a temporary license qualifies as:

  • A paper license you receive after you’ve passed your initial driving test
  • A temporary license issued after you’ve renewed or replaced your license
  • Only valid for 30 to 90 days after receipt

Acceptance of temporary licenses comes at the sole discretion of the car rental agencies. Similar to paying for a car rental with a debit card vs. a credit card or charging a penalty for dropping a rental car off at a different rental location, policies vary between car rental companies and are subject to change. If a rental car company does allow temporary licenses, you may often pay an administrative fee to verify your identity and validate your driver’s license

You cannot rent a car with any of the following license types:

  • Learner’s permit
  • Provisional license
  • Restricted license
  • Suspended, revoked, expired, or otherwise invalid license

Most car rental companies won’t rent to drivers with a provisional license. Provisional licenses are granted to individuals under 18 and come with restrictions, such as when and where you can drive. For Americans, you typically cannot rent a car unless you’re over 18 in certain parts of the USA, like New York, or over 21 in others, like Texas

How to rent a car without a license

While you can rent with a temporary license, car rental companies often require that you submit forms of identification. Here are the basic steps involved in renting a car if you have a temporary license

  1. You can obtain a temporary license from your local Department of Motor Vehicles (DMV). Temporary licenses are often issued to individuals whose previous license was lost, stolen, or damaged. Young drivers who just passed their driving test also receive one.
  2. Talk to a representative from your chosen car rental company. Ask about any additional requirements for drivers with a temporary driving license and how to submit those documents.
  3. Even if you can successfully submit the required documentation, it’s often a good idea to keep copies with you in case the local office needs in-person verification.
  4. Reserve your car for the desired date and time of rental. Consider adding a secondary driver in case you run into issues at the counter.

Renting a car without a license is possible if you have a temporary license. Keep reading to learn more about specific policies from some of the major car rental companies. Knowing these policies can help you save time at the rental counter.

Major car rental company license requirements

When it comes to driver’s license requirements among the largest rental car companies, such as Enterprise vs. Hertz, policies tend to mirror one another. Below are the official driver’s license requirements as posted by these companies:

  • Avis license requirements: Avis only accepts driver’s licenses that are valid during the entire rental period, including temporary licenses
  • Enterprise license requirements: Enterprise doesn’t accept photocopies, learner’s permits, or restricted licenses that require a vehicle equipped with a breathalyzer.
  • Budget license requirements: Budget requires all eligible drivers to carry a valid driver’s license that is neither suspended nor expired.
  • Hertz license requirements: If you want to rent a car with a temporary license, Hertz requires you to submit a physical copy of the temp license, a handling fee, and an International Driving Permit if you’re visiting the United States from abroad.
  • Dollar license requirements: You cannot submit a mobile or digital copy of your license and successfully rent a car with Dollar.
  • Alamolicense requirements: If you are an active military member and have an expired home-state driver’s license, you can still rent a car if you show an active military ID or comply with the military extension policy of the state that issued the license. However, Alamo does not allow temporary licenses
  • National license requirements: Like Alamo, National has a similarly tight company policy for driver’s licenses
  • Thrifty license requirements: Thrifty requires drivers to meet specific eligibility requirements, even if the renter qualifies as an authorized driver for a disabled person.

Rental car alternative FINN requires a valid driver’s license to complete a car subscription. However, you don’t have to have a stellar credit score. If you prequalify for subscribing to FINN’s fleet, you only have to pay a security deposit if your credit score is less than 700.

Renting without a license: FAQs

No, you cannot rent a car with a suspended license. Rental car companies only rent to drivers with a valid driver’s license who are legally allowed to get behind the wheel. If you drive a rental car with a suspended license, you can void your rental agreement and face jail time and fines.

Some car rental membership programs may allow you to rent a car without a license. However, most require that you submit a photo of your driver’s license to finish the sign-up process. In addition, you may be asked to verify your identity at the counter, which can be challenging without a driver’s license

Major car rental companies will not accept photos of your license. While your license must have a photo of you on it, the license itself cannot be digital. Car rental companies maintain this policy to avoid identity theft and fraud. If anyone could use a digital photo ID to rent a car, those same companies would likely go out of business under the weight of potential fraud claims.

Unless you are the caretaker for a disabled person, you cannot rent a car for someone else or have someone else rent a car for you. Rental car companies require that the driver be present and sign the paperwork in front of a representative to complete a rental agreement. If a person is absent when signing the rental agreement, they cannot drive the rental car.

If you’re looking for a rental car alternative, FINN car subscriptions offer a wide selection of vehicles with plenty of flexible terms to suit your lifestyle. FINN’s subscriptions incorporate registration, car insurance, maintenance, and depreciation so that you can scratch most of your car expenses off your list. Choose from flexible mileage limits and six- or twelve-month terms. FINN also delivers your new subscription straight to your door for the ultimate convenience.

Individuals with disabilities can appoint a designated driver without having to show a valid driver’s license themselves. However, the selected driver must qualify for and abide by all rules and regulations, including maintaining a valid driver’s license for the rental period. Many large rental car companies allow disabled individuals to add additional drivers without an additional charge.

Final thoughts

Final thoughts

You must have a valid driver’s license to rent a car from most major car companies, including Enterprise, Hertz, and Avis. While these companies often let drivers with temporary licenses qualify to rent, the drivers must agree to submit additional information for verification. A suspended, revoked, or otherwise invalid license won’t allow you to rent a car.

Drivers over 25 years of age with a valid license can unlock all that a FINN car subscription brings with it. Subscribe to a FINN vehicle, and you’ll have your pick of a wide selection of vehicles. Choose the premium sedan that fits your vibe, a truck ready to take on whatever road you point it down, or sip on the savings of an ever-quiet EV. With FINN, any route is possible.
